Characters : The Winning Water Dragon
Backdrop : A suggestion from ~MaloDiabolico; normally I don't take suggestions that don't involve a prompt, but I'd been considering to draw this dragon anyway.
The Winning Water Dragon was one of the monsters created by the anime staff, when later leaked into the rest of the franchise, she was given the name Vepar. Hence the title, it sounds better.
The sea waves were done with Terragen.
